Your Excellency,

I HAVE the honour to acknowledge the receipt of your note of the 8th instant, and to thank you for being good enough to communicate to me the names of the countries to be represented on the International Opium Commission as well as certain modified suggestions as to the scope of the proposed investigations of the Commission. I have much pleasure in informing your Excellency that the following Delegates will represent His Majesty's Government on the Commission:

1. The Right Honourable Sir Cecil Clementi Smith, G.C.M.G., late Governor of the Straits Settlements (as representing the Crown Colonies).

2. Sir Alexander Hosie, Acting Commercial Attaché to His Majesty's Legation at Peking (as representing the Foreign Office).

3. Mr. Mackenzie King, Minister of Labour (as representing Canada).

4. Mr. James Bennett Brunyate, Acting Financial Secretary to the Government of India (as representing India).

5. Mr. Laidlaw, M.P., non-official Delegate.

An assessor from Hong Kong and the Straits Settlements respectively.
